8:15 a.m. Principal's and secretary's day begins.

8:00 a.m. to 8:30 a.m. Breakfast Program.
8:30 a.m.  First Bell rings for students to enter the building.  STUDENTS SHOULD NOT ARRIVE BEFORE 8:40 a.m. UNLESS THEY ENTER THE CAFETERIA FOR BREAKFAST OR ARE PARTICIPATING IN THE MORNING WALKING PROGRAM.
8:45 a.m. Second Bell rings indicating the school day begins.  Students arriving after 8:45 a.m. are tardy.  Tardy students should report directly to their homerooms.  The teacher will record the student as being tardy.
3:15 p.m. All students are dismissed.  Parents must assume responsibility for their child/children.
3:15 p.m. - 3:45 p.m. Teachers are available for conferences by request.
9:00 a.m. - 3:45 p.m. Principal is available for conferences.  An appointment is often necessary as the principal may not always be available when a parent drops in for a visit.

JAMES B. KEY ELEMENTARY SCHOOL
CODE OF CONDUCT
PHILOSOPHY
A child's environment, the home, the neighborhood, and the community at large, exert a powerful influence on the child's development as he or she grows.  The school is the center where all these forces meet to prepare the child to take his or her place in society.
 
The primary concern of the school is to equip the child with the knowledge and skills necessary to live a productive life as a responsible citizen.  It is  also the responsibility of the school, along with the parents, to help each child develop academic potentials, fulfill needs, expand interests, and learn self-control and respect for the rights of others.
 
Thus, the ultimate goal is to help each student develop into a responsible and contributing citizen by creating a pleasant atmosphere for learning and by recognizing differences in cultural, social, and ethnic backgrounds.

INTRODUCTION
 
The following statement relating to the James B. Key Elementary School Code of Conduct are subject to continuous review and revision by the students, parents, teachers, and principal of the school.  The sole purpose for establishing this code of conduct is to ensure, to the highest degree possible, that each and every student has a school environment conducive to learning.  The basis for a code of conduct is good manners, responsibility, and consideration for others.

Classroom
The individual classroom teacher has direct responsibility for all students assigned to his/her classroom.  Therefore, the individual teacher will establish the procedure by which order and a good learning environment will exist.
 
On the very first day of school, the teacher will inform the students on the classroom rules.  These rules will not contradict the rules established by the Muscogee County School District's Policies and Procedures, nor the system wide "Behavior Code and Discipline Policy."
 
Problems between students should be reported immediately by the offended student to the supervising teacher.   The teacher will determine the appropriate action to be taken.
 
Failure by the students to conform to reasonable rules and expectations of their teacher/or teachers may result in the following disciplinary actions:  parent-teacher conferences, staying after school hours, in-school suspension, and/or suspension from school.

Before and After School
Students should not arrive before 8:30 a.m. unless they are participating in the Breakfast Program.  No playing is allowed on the playground before school.  After school is dismissed, students should go directly home.  They will not be permitted in the school building.
 
Parents are strongly urged not to permit their children to be on the school grounds except when under the direct supervision of a parent, another adult, or older brother or sister.

Detention
Each classroom teacher will handle 30 minute detentions according to the published classroom guidelines.  This rule is in accord with the "Muscogee County School District's Behavior Code and Discipline Policy."
 
"School principals have the authority to send a student home early or require him/her to stay in after school.  Teachers have the authority to detain a student after school; however, they should advise the principal.  When indicated, parents are to be notified.  In the case of students whose immediate detention would pose transportation problems, twenty-four hours warning will be given before detention takes place."

KEY ELEMENTARY DISCIPLINE PLAN

DISCIPLINE PROGRAMS - All teachers and administrative interventions will take into consideration the age and circumstances of each individual child and situation.  Parents are a vital part of the process of working toward improving student conduct and will be included in all levels "of" consequences as often as possible.
LEVEL 1 - The following are violations handled by the teacher and include, but are no limited to:
1.  Horseplay, wrestling, clowning, acting out
2.  Verbal exchange not involving profanity or threats
3.  Excessive talking
4.  Throwing objects in class (other than those which could cause injury)
5.  Pencils pops, spitballs
6.  Minor hall disruptions, our of class without a pass
7.  Name calling (other than profanity or racial slurs)
8.  Possession of unauthorized objects (other than drugs or weapons)
9.  Inappropriate behavior in the lunchroom (loud talking, playing in the food, cutting in line, etc.) or bathroom
10.  Continuous lack of instructional materials
INTERVENTIONS (Handled by the teacher appropriate for the age and individual need of a child)
1.  Verbal warning
2.  Low profile interventions
3.  Change in student seating
4.  Private conferences with the student
5.  Telephone call/conference/written communication with the parents
6.  Formulation of a behavioral contract/action plan
7.  Referral to the counselor
8.  After school detention with the teacher
9.  Time out period in another classroom/silent lunch table
10.  Referral to the Student Support Team
MAJOR AND CRITICAL VIOLATIONS - The following are violations which have consequences specified in the Muscogee School District Student Behavior Code or which cause serious disruptions and require more serious consequences.
1.  Major disruptive behavior
2.  Failure to serve detention
3.  Fighting, bullying
4.  Forgery or altering school forms/documents
5.  Leaving school grounds without permission
6.  Obscene or inappropriate language, gestures, or acts
7.  Theft, attempted theft or possession of stolen property
8.  Leaving class or designated area without permission
9.  Refusing to appropriately participate in fire drills, weather drills or other crisis practices
10.  Willful or dangerous acts such as possession/use of firecrackers, smoke bobs, etc.
11.  Insubordination, disrespect to adults
12.  Refusal to follow directions or school rules
13.  Vandalism
14.  Trespassing
15.  Unauthorized possession of dangerous instruments
16.  Providing false information
17.  Sexual harassment
18.  Verbal abuse
19.  Continuous disregard for school rules
INTERVENTIONS (Handled by the principal or designees as appropriate for the age and individual needs of a child)
1.  Referral to counselor
2.  Parent contact and/or conference
3.  In School Suspension
4.  Work detail and/or loss of privileges
5.  Out-of-School Suspension
6.  Referral to Student Intervention
7.  Referral to Interagency Community Council
8.  Saturday Conduct School
9.  Referral to Discipline Tribunal
10.  Alternative School
LEVEL III - These are the most serious misbehaviors and may result in an automatic referral to the Disciplinary Tribunal at any time.
1.  Possession of a firearm or deadly weapon
2.  Possession/use of drugs, alcohol, controlled substances, tobacco or, related products of paraphernalia
3.  Verbal threats or physical assaults of staff members
4.  Use of a dangerous weapon/instrument to intimidate or injured
5.  Substantial damage to personal or school property
6.  Issuance of a bomb threat
7.  Arson
8.  Sale, attempted sale or distribution or alcohol, tobacco, controlled substances

Bicycles
For safety and security reasons, students are not to ride their bicycles to school.  The school will not assume responsibility for bicycles on the grounds.

General Playground Rules
Since the school has an adequate supply of playground equipment, students should not bring balls or other toys to school.  Students are not to throw any object on the playground except balls.  Abusive and indecent language is forbidden at all times.  Students must wear shoes at all times.
 
Students should follow general guidelines of safety on all playground equipment.  These guidelines include, but are not limited to, no double swinging, no twisting on the swings, and not climbing up the slide.

Library
The school library contains approximately 13,145 books, and 708 audio visual items.  It is staffed by a qualified librarian who is available to help students in any way possible.  Lost and damaged library books will have to be paid for at replacement value.  The child whose name appears as the check-out name will be held responsible for the book.  The student is responsible for the book no matter where the book is left.  A child cannot take home a book which is not checked out to him/her.

Lunchroom
Lunch will be served during the hours of 10:45 a.m. and 1:05 p.m.  The "Class A" standard type lunch will be served to students.  Prices are as follows:

Breakfast
Breakfast is served from 8:00 a.m. until 8:30 a.m.  No breakfast will be served after 8:30 a.m.  Breakfast prices are announced in August.  As students receive the breakfast tray, they are to fill the table as assigned.  When a student finishes breakfast, the student must return the tray, pick up belongings, and report to the assigned area.

School Counseling Program
The Muscogee County School District Guidance Department implements a Developmental Guidance Program in grades Pre-K through five.  The school counselor assists the students in developing interpersonal skills and in developing their decision-making and problem-solving skills.  This is accomplished through classroom guidance, small groups, and individual counseling.
 
The school counselor is available  to students and parents during regular school hours.  To call the counselor's office directly, dial 685-7639.

Conduct in the Lunchroom
Students are to obey the lunchroom monitors at all times.  Students are to maintain quiet, orderly behavior and practice good table manners, including showing consideration for others eating at the table.  Trading or selling food is prohibited.  All necessary eating utensils (forks, spoons, napkins, etc.) and purchase of additional milk/or juices must be picked up when moving through the serving line.  Remember - A clean lunchroom is a much nicer place to eat.

Bathrooms
Restroom breaks will be provided students throughout the day at designated times.  Students are to conduct themselves properly when using the facilities.  Any misuse or abuse of the restrooms should be reported immediately to the supervising teacher or principal.  Offenders will be disciplined.

Hallways
Students should walk through the hall in a single file line, quickly, quietly, and efficiently, to their destination without talking, making unnecessary noises, or having physical contact with any other student.

Visitors
For security reasons, all visitors to J. B. Key Elementary should report to the office for assistance.  Students and teachers should report immediately the presence of unidentified persons in the building or on the school grounds.  This information should be reported to the principal.

Tardies
All students are expected to be seated in their classrooms by 8:45.  Students who are late will report directly to the classroom.  It is important that students be in school the entire day.  THEY SHOULD NOT BE CHECKED OUT EARLY EXCEPT IN CASES WHERE IT IS ABSOLUTELY NECESSARY.

Students Leaving School Before Dismissal Time
The Board of Education states students are not to leave school before dismissal time without the knowledge and consent of the principal.  If it is necessary for a parent to remove a child early, please follow the procedures listed below:
 
A.   Write a signed note to the child's teacher stating the reason.
 
B.   Come to the office for assistance.  The secretary will give you a note to release the child from the class.
 
C.   Parents must come to school; the child will not be allowed to leave school unless accompanied by an adult.  Parents must sign the child out of school

Withdrawals
Students and/or parents should notify the office of anticipated withdrawals as soon as possible.  Withdrawal papers must be picked up at the school on the last day of attendance.  It takes several hours to prepare the necessary papers.  We request at least 24 hours notice before your child is to be withdrawn.

Use of Office Telephone
The school telephone is to be used only for school business and emergency purposes.  Giving children messages is very disruptive to the entire class.  Parents should give specific directions to the child before the child leaves home.  Parents should also give directions in the event school is dismissed early for snow or other emergencies.

Fighting
The home and school MUST work together in helping the children learn to settle disagreements through discussion and not fighting.  FIGHTING IS STRICTLY PROHIBITED AND WILL NOT BE TOLERATED UNDER ANY CIRCUMSTANCES.  Students caught for fighting will be subject to suspension.  The number of suspended days will be left to the discretion of the principal.  Physical abuse, threats, insults, or mistreatment should be reported immediately to a teacher of the principal.

Threats and Intimidation
Students MUST report such activity  to the teacher or principal.  Students guilty of threats and/or intimidation for any reason will be subject to severe disciplinary actions by the teacher and principal.

Buying, Selling, and Trading 
No solicitation from or by students is permitted in school.  Borrowing, buying, selling, or tracing causes problems that are not a part of the school's responsibility.

Personal Property
Students should only bring to school those personal items necessary for school work.  If jewelry is worn, it must be worn at all times.  Watches, rings, bracelets, and other forms of expensive jewelry or objects of sentimental value should not be brought to school.
 
Students should not bring any money to school, except what they need for lunch or school supplies.  Students should keep personal items and money with them at all times.  The school cannot be responsible for everyone's personal belongings.

Toys and Games
Students are not allowed to bring toys or games to school unless they have special permission from the teacher.  These items are often lost or cause other problems.

Gum and Candy
Students are not allowed to bring chewing gum and candy to school.  This causes serious problems.  Gum and candy brought to school will be taken up and will not be returned.

Student Dress Code
The Board of Education rule is:  "Pupils are required to be clean both in dress and in person; and when, in the opinion of the teacher and /or the principal, they are unfit to appear in school, they may be sent home to be properly prepared for school."
 
The J. B. Key Elementary School rule is that kindergarten through fifth graders may wear shorts, but not short shorts or bikers' shorts.  Shirts and blouses must come at least to the waistline.  Fishnet and halter tops are not allowed.  Miniskirts are not allowed for grades three through five.  No child will be allowed to wear a shirt the advertises alcohol, tobacco, or use of weapons.  Any shirt which advocates disrespect for students, teachers, or parents will not be permitted.  Students who come to school dressed inappropriately may be sent home to change or be asked to call their parents to bring them the appropriate clothing.

Textbooks
Textbooks are issued to each student.  In some cases students may not receive a book for each class or may receive a supplementary book for a class.  The textbook is the responsibility of the student.  Lost, stolen, or damaged books must be paid for at the replacement value.

Head Lice
Once a child has been found to have nits or active head lice, they must be picked up and treatment initiated.  the student will be isolated from others students until the parent/guardian arrives.  The student may not return to school until proof of treatment is presented to office personnel.  The principal may require additional documentation of treatment from a health care provider or the health department.  When the student is brought back to school, he/she will be checked by an office designee prior to returning to class.

HONORS AND AWARDS
The Key Elementary Staff and the PTA work together to reward student achievement.  PTA provides pencils, ribbons and coupons to students.
 
Students are recognized each six weeks for perfect attendance, A/B or E/G Honor Roll, and Principal's List - All A's or all E's.  In addition, students are presented with certificates for AR reading achievement, AR math and any school-wide or county awards they receive throughout the year.  These presentations are made on WKEY, our "in-house" television broadcast.
 
End of the year awards celebrations will be held in the morning. the week of May 19th.  Students will receive awards fro perfect attendance, principal's list (all A's), and A/B honor roll.  In addition, student will be recognized for positive actions [Caught Ya Being Good] and leadership, [Outstanding Citizen].
 
Students who achieve the highest recorded points in the AR program be honored.  Last year, the student with the top score won a bicycle.
 
Students who maintain superior ratings in the WKEY Broadcasting Program will receive trophies,  The most outstanding patrols will earn trophies.  The outstanding peer helpers receive trophies.
 
The student that brings in the most phone books fro recycling will win a trophy.  This year, a student will win a trophy for being the most environmentally conscious student in the school.  We encourage our students to find ways to help save the environment.

GIFTED PROGRAM
Gifted education is provided for all students, K-12, who have the potential for exceptional academic achievement.  To be eligible for gifted education services, a student must meet specific criteria established by the State Board of Education.
 
An outline of the criteria follows.  To have a student evaluated for the gifted education, two forms should be completed and returned to Programs for the Gifted.  The parent should complete the "Parent Request and Consent for Evaluation Form" and return it to the school.  The school should complete the "Student Information Sheet."  The student will be scheduled for evaluation after these forms are received.

>96th percentile, by age, on a composite full scale score or appropriate component score of a standardized mental ability test. >90th percentile, by age, on Total Battery score or Total Reading or Total Math of a standardized achievement test. Superior rating, a score >90 on a scale of 1-100 on a student-generated product/performance using standardized creativity characteristics rating scales. OR superior performance, score >90 on a scale o 1-100 as evaluated by a panel of three or more individuals. GPA of >3.5 on a 4.0 scale over previous two years (grades3-12 only) OR A superior rating (numerical score >90 on a scale of 1-100) on a student-generated product or performance evaluated and verified by a panel of three or more professionals or experts in a field (grades K-2 only)
